Aid as a weapon in Ethiopia

Well, duh. Certain governments using foreign aid as a bribe/leverage is nothing new. What interests me are the comments in this Human Rights Watch press release as to the stance of international donors towards operational factors that may stymie the flow of development in a real sense.

You cannot pretend you are giving people aid if you tacitly accept negative conditions in the recipient country that materially deny the most vulnerable people access to the aid. You cannot separate the protection of a person's rights from their ability to access resource/aid/development.

There is a world of difference between smiling pictures of African children on websites, glowing reports sent o'seas filled with statistics and what actually goes on on the ground ie who and how many people are reached. Speaking from personal experience? Who me?
